The Tokyo Metropolitan Government Building—known as “Tocho”—is a well-known landmark of Shinjuku’s subcenter area. The complex consists of three buildings, with the most eye-catching of them being the 48-floor high-rise known as Main Building No. 1. When Tocho was built in 1990, Main Building No. 1 was the tallest building in Tokyo. Tocho is more than just government buildings, however; it is also home to observation decks that offer amazing views for all visitors morning, noon, and night. Offering sweeping views of Tokyo from 202 meters above ground, the observation decks are free to visit, making them one of Tokyo’s most easily enjoyable sightseeing spots.
